Negative experience: DO NOT RENT HERE. Absolute trash. Heavy amounts of mold, trash piled up around most dumpsters most of the time, bugs, dog crap everywhere, lucky if the pool is open, dirty laundry rooms, rude, horrifically dishonest property management, had my car broken into twice, pill dealing neighbor repeatedly peed on my porch with no action from management, dog pee and overflowing toilets leaked down into our apartment multiple times, flooded apartment during EVERY mildly heavy rain. I have more, but I'm tired of typing. The low rating they have is at least twice what they deserve. This place is the absolute worst and the management are garbage people all around. Do not trust ANYTHING they say. Edit: response to owner: i'd say the roughly 45-50 complaints on record, plus the ones that weren't logged, plus the multiple conversations during my last month in particular in which I was lied to multiple times and you had to backpedal when caught would be sufficient amount of contact for you. Guess not. Second edit since the owner response has changed: I'm pretty sure that's the main person that repeatedly caused the issues as we were moving out. Caught her in a bunch of outright lies, she never spoke to me again. In fact, refused to let me in the office unless I made an appointment which was not the policy at all until I asked for my rental history and maintenance requests. I had to speak with her supervisor who attempted to fix the issues, then she (tonya) went backwards on everything that was said to me both in writing and in person (very well documented). I'll stand with everything I've said. Overall horrible company with a few stand out great employees (that worked at other Rand properties), horrible management. Next time be honest and fix issues promptly and properly and you won't have to follow up on Google reviews. You "strive" to do well, well then now we know that my experience was the best you can offer. Sad, really. Can't wait to see what apartments you turn into sea shanties next. I REITERATE. DO NOT RENT HERE.

Negative experience: Terrible place do not rent from these people. They are towing tenants vehicles daily with Floyd's wrecker service for $245. Towed my sons car saying it hadn't moved in three months although he has a full time job Monday/-Friday job which he uses his car to get back and forth. Maintenance is terrible. They have multiple things they have called to have fixed over a year and a half ago with no response. So many more nicer apartments for same price to choose from in Knoxville. The women in the front office are terrible and rude. They could care less. Again do not tent from this place or you will regret it

Negative experience: If I could give negative 5 stars to Rand Property Mamagement I would. I lived at Rand at Hickory Hill over in South Knoxville. I came home from work and noticed a pipe in my closet wall was leaking. The wall and carpet were soaked. I put in a work order right away. This happened on May 28th. The maintenance guys came in and stripped the wall and tore out the carpet and left me with a noisy humidifier. Days passed by and maintenance never showed up to fix the issue. I got a message on Friday June 13th asking if maintenance could come in and fix the issue, I said yes. Nobody showed up though. I reached out to management and they emailed me saying that maintenance would come from June 24th to 27th to fix the issue. Once again maintenance did not show up and the work order was not fixed. I lived without a functioning closet for 2 whole months and they never tried fix it or even reach out to me. I moved out in the beginning of August. It's strange two that I was talking with two different property managers during this process. One of them said that they would discuss an adjustment to my monthly rent after the work order has been completed while the other sent me an email saying the work order would worked on between June 24th through June 27th, and yet maintenance didn't even show up to fix it that week. I felt so cheated and neglected. By far the worst experience and management I've ever dealt with. I would not recommend Rand Property Management to anybody.

Negative experience: I’ve had nothing but issues here lately and have lived here over three years. Roaches are really bad here and I keep seeing them lately. I contacted the office almost a month ago and pest control hasn’t come. Im going on my third week without AC. Allegedly a lot of units don’t have working AC either so I had to be put on a wait list. Two weeks ago the stairs infront of the doors were replaced, my window was broken in the process. The broken window was left, not even covered. I found the issues and had to report it to the office and put duct tape over the hole since everyone else just left it. They have BS fees ontop of the rent. This place has gone downhill the past few months, I would avoid! They came to remove the old HVAC unit and then left their dirt all in the floor for me to clean

Pest Control
Our maintenance team has treated the exterior extensively, and another service is scheduled for Wednesday. While occasional outdoor insects can appear, these routine and scheduled treatments help minimize their presence. Please note that this is not an indoor bug infestation.

Air Conditioning
The special-ordered HVAC unit arrived after approximately 1½–2 weeks, and our team has begun installation. In the meantime, a window unit was provided; our checks confirm it cools the apartment effectively. Please keep it running continuously, and let us know immediately if you experience any cooling issues so we can assist.

Window Damage
An outside crew may have inadvertently cracked your window when at our property. Accidents can occur, but we can replace it promptly. Please report any damage so we can arrange a swift repair and restore your comfort.

Debris After HVAC Removal
We regret debris was left behind. Our team now uses protective booties and thorough cleaning procedures after each visit. If any area still needs attention, we are happy to address it right away.

Fees
We never add fees arbitrarily—any charges are agreed upon in your lease with full transparency. These fees are outlined in your lease and resident handbook. If you have questions or need an itemized explanation, please contact our office and we will review them with you.

We value your three years of residency and appreciate your patience and feedback. We’re committed to ensuring your comfort and satisfaction; if any issues remain—pest concerns, AC performance, repairs, or fees—please reach out so we can resolve them promptly.

Negative experience: Lived here almost two years, they were good most of that time except the floors that look wooden aren’t really wooden and the walls are really thin with loud neighbors. It got really bad when we moved out. We were told everything was “good to go” but didn’t get it in writing, big mistake. A few months later we got a call from a debt collector saying we owed the parent company, Rand, over $1000 on various closing fees. Turns out they overcharged us, didn’t tell us they overcharged us, and set debt collectors on us. They wouldn’t talk to me on email, so eventually I had to find other ways to get them on the record saying they messed up and over charged us (lucky TN is a single-party consent state) and I sent that to the debt collectors to clear everything up. I know Knoxville has a really tight real estate market, so please be careful if you move here. Also the property managers were joining and quitting all the time, so: 1. Know that they will be inconsistent in enforcing the rules 2. Get. Everything. In. Writing. Update: O caught one of their own employees pretending to be a resident and leaving a 5 star review here. I believe this is against TOS and I contacted the Better Business Bureau. Additionally, if you check the other reviews from the people who left 5 stars, you can see they normally 5 star everything.

I understand that the vinyl plank flooring and sound insulation may not have met your expectations—please know that every apartment in our complex is fully encased in thick, reinforced concrete on all walls, floors, and ceilings, making neighbor noise unlikely under normal circumstances. Regarding any initial errors or confusion on your final disposition letter, I have personally reviewed your file to confirm the details. Negative experience: I live at Rocky Top Apts now Rocky View Apts. They took over and December and they sent me a non renewal email stating my lease was ending nd I was month to month but was never sent a lease to sign each month. The no renewal gave 2 months to get out. When I asked why I couldn’t renew they told me I paid rent late 8x since December which they know isn’t true. They tried to raise rent and Section 8 told them no so I guess since they couldn’t get more rent the only way they can now is to put me out. They have no real reason to not renew my lease. Why living in my apartment I had to deal with mold, a leaking refrigerator, a stove not working, being without air for months, water leaking thru the ceiling from the above apartment, bugs, being put in a hotel for two weeks because of no power. I can go on and on. Just don’t rent from Rand Properties and definitely not Rocky View Apts!

Negative experience: If you wanna live somewhere that has no heat / AC during a snow storm leading until summer just for the maintenance people to CONTINUOUSLY come inside unannounced to give you a very well used window AC unit just to wrap the rest of your window up in CARDBOARD. Along with community washer & dryers that flood everytime you do laundry (with monthly texts about stolen laundry) and live with HOT water only for about 4 months, this is the place for you!! I had several leaks in my ceiling that was growing mold, that they were aware of and did NOTHING. Maintenance people love to come at unplanned & unannounced times along with saying inappropriate things in YOUR apartment. Just to add this place is UNSAFE. My car got broken into 3 YEARS before I finally left this place and no cameras or actions were taken even though it was an ongoing problem because they were “still looking for cameras the complex will buy” … 0/10 DO NOT LIVE HERE! They also will leave your front door open knowing you have animals!

Fantastic experience: We’ve lived at Rand Powell for going on two years now, We’ve rarely had issues. Maintenance was a little spotty til about 8 months ago. A lady named Joy took over at our property and any issues have been resolved in a timely manner. Rent is sky high, yeah. But where in Knoxville isn’t?? Everything is so expensive right now, especially renting. But it’s literally every apartment complex, not just Rand. Anytime I’ve had a question or problem that the girls in the office couldn’t answer or solve, I was put directly through to Joy and problem solved. I think that it’s the choice management at specific apartments and not Rand as a whole. OR we just got really lucky with Joy! I’ll tell you the only complaint I have though. . We have a car wash station that needs to be taken down to make room for a pool anyways #teamjoy

Negative experience: I saw this in our local newspaper. I mean, I don’t have no choice,” Christine Jones said, a tenant of Rand at Tillery apartment complex in North Knoxville. The complex used to be named Tanglewood Apartments.Jones said Rand doubled her rent when they bought the property in July. Her lease is up at the end of October, options are limited so will probably end up homeless.

Negative experience: Exposed electrical panels and live wires were dangerously out when I visited a friend here. Also, dog poop scattered carelessly throughout the greenways. Neighbors had addressed concerns, and property management seems all around terrible. Poor management, alongside not fairly negotiating with tenants, I really wish I didn't have to include a star.

I now have a friend living here and she is dealing with the same thing, and they refuse to help. I would avoid this apartment complex like the plague. It’s old and overpriced. It’s no wonder everybody told me to check out Koella Moore, and Rand is always talked badly about. Will never rent from these people and I will be warning everyone I can talk to, to stay far far away. There is a special place after death, for people who think this type of thing is ethical. Negative experience: Since Rand has taken over all they have done is raise rent. They have let the Breckenridge property become a disgusting mess. Yard maintenance is a joke, can’t empty dog poop containers and supply poop bags, the pool is gross and never is clean. But they have raised the rent to over $1500 for an old 2 bedroom. They give absolutely NOTHING back to the property. Oh and forget about contacting the property manager about a concern because you’ll never hear from her. They are a joke. I’ve been with them for a while and they used to be great and I had nothing but good things to say and the property manager she was phenomenal. Negative experience: They are quite literally preying upon places in Knoxville and forcing people out of their homes for no reason other than greed - not “inflation” or “keeping up with the market” - greed plain and simple. They bought up entire complexes or communities, made no improvements (in some places made everything considerably worse through ignorance or cutting corners: see the greed mentioned earlier) and DOUBLED the rent to people they know can’t afford it. They’re predatory and don’t care about the people who live in their properties. Stay away - don’t rent from them, don’t work for them, and tell everyone the same.

Negative experience: First off, this is not a blatant, disrespectful review. This is a concerned review for a company I was a resident with. With that being said, as a former resident of Rand properties, I am saddened, worried, and in awe that the company, after seizing property in Knoxville, TN, did a price hike of almost double than what the residents of this new acquisition are paying now (resident is paying $850 presently, but in 2 months, with less than a months notice, they will need to pay $1600). There was no heads up from Rand nor the former property company owners of the apartments letting residents know in a timely manner that there will be a large change in rent. The increase is so high that one even making 40K-50K a year would need at least 6-9 months to self-evaluate - checking if they can even afford that - as well as possibly looking for other places to live. This is honestly a huge shock to the community and places many individuals in a horrible decision making situation. Please Rand, reconsider such a ridiculous change in rent or provide tenants enough time to do what's best for themselves.

Negative experience: Horrible company. Buying out complexes and literally doubling the rent of folks who have lived there for years, forcing them out. Total slumlords without a conscience. Hope their entire company collapses, they deserve every bad thing that ever happens to them.

Negative experience: This property management company is a joke. Been there for almost two years and they are now screwing me yet again for something not my fault. When confronting them about their maintenance team error, I was told “ha ha, that’s why you have renters insurance”. Take my advice, rent from a half-decent company.

Negative experience: Buying up all these apts that aren’t even worth 700$ a month, and tripling the rent, ruining our community, beyond unprofessional, a lot of elderly people who lived on their monthly checks can’t afford to move somewhere else, people have lived in certain apartments for 20+ years, raggedy is an understatement, and they don’t give your deposit back

Fantastic experience: I’ve lived here roughly 7 months and love it! They are very attentive to any concerns or issues and the grounds are maintained well. The communication is clear and I genuinely feel like they want you to feel at home here (s/o to Shauntay & Madison). Which you don’t usually find in rental property groups anymore. The apartments are also spacious, up to date and private! 10/10 would recommend The Hammond!

Negative experience: Lived at Rand Sylvia Apartments for close to three years. The last four months were heck. My neighbor had mold in her apartment,so did I including black mold. And I was going to have surgery. They never corrected it. My neighbor had a hole in her wall for over three months. Christmas day early afternoon got a text stating that the water was going off. After 24 hours no response from management other than delivering 5 gallon jugs to the apartments I'm 74 years old and I can't lift 5gallons of water Water went out again New Year day, and then again no hot water in my building. Again management was spotting in sending messages to tenants.

Negative experience: Rand Property Management is unbelievably unprofessional, if there was a rating I could leave below 1 star I absolutely would. These property managers (the one I had the pleasure of working with was Kerry btw) are money hungry and unrealistic, looking to get anything they can from their tenants. I highly suggest you look elsewhere when looking for renting, you can thank me later.

Negative experience: We were told the apartment renovations were going to be high end, and make them all uniform. Our building is trash while the other building is updated. Cheap counter tops, used appliances. They didn't even paint! And I know this because I've been here for ten years! We've lost hot water three times in four months, two water leaks, none of the inside doors close properly, they tore out the good flooring and replaced it with cheap flooring. The garbage service comes at 3 am. Waking everyone up. I've lived here ten years before Rand took over with very few issues, the last seven months have been stressful. Oh and they just said they are going to paint our decks, so I have to figure out where to put my deck chairs and table. I can't move it all inside. I get all this for double the rent I was paying with the previous owners.

Negative experience: Absolute worst communication with residents, lack of action on anything, dishonest to residents on concerns presented to the office staff. Do your research before committing to such a horrible experience living here.

Negative experience: Do not move to a Rand Property if you’re worried about rent increasing every year on lease renewal deadline. Has not been static since they took over our apartments.

Negative experience: They are evicting families and doubling or tripling rent in many areas after mediocre at BEST renovations. It’s just incredibly unethical and sad to see people without late payments or complaints have to move out immediately regardless because Rand purchased the properties. One place they are evicting 8 units with 16 families in each. It’s sad. And housing is hard enough as it is, so, forcing them to pay double or more if they want to stay at the same schools with their kids or their homes for 7years….is really tragic in an area where income isn’t meeting the housing increases.

Negative experience: It’s sad because I once loved my apartment and the community it is in but once Rand Property management took over it went down hill in my opinion. Our current property manager shows a severe lack of care for me as a tenant. They make everything difficult and refuse to update. I will say the maintenance men are at least nice but my biggest issue is the lack of sensitivity and care shown by the property manager. I lived here for awhile but with lack of care shown I cannot continue to do so.

Negative experience: This place is horrible, german cockroach infestation in every building in the Sharps Ridge location. I carry a pest control license in Tennessee as well as California. I had a condescending woman from the office tell me that I didn't know what a German cockroach was when I complained that the money that I was paying for pest control was obviously not being used on pest control. I ended up spending my own free time dealing with the issue myself. My dishwasher leaked. The "newly" renovated floors separated and peeled up exposing subfloor in about 10 different spots. They failed to restore power to my elderly neighbor for more than 2 days in the freezing cold days following Christmas. Don't live here you are better off in a tent.

Negative experience: If I could give negative stars. I would. I lived at Rand at Sharps Ridge for 8 months. THIS WAS THE WORST EXPERIENCE I HAVE EVER HAD IN MY LIFE. The number of things we had go wrong, combined with response time and actually getting the issue resolved was just unacceptable. We had a broken sink for 3 months in our bathroom. Things were broke and missing when we moved in. Cutting corners in the renovation upstairs led to a leak in our ceiling that caused the ceiling in one room to cave in on me while I was 9 months pregnant. We had constant pest control issues. Management/maintenance was poor at best and all together ignorant and unresponsive at worst. And icing on the cake we left here paying 1700$ a month for a 2bd 1 bath. Our rent increased from 1410 to 1585 PLUS fees. I would never ever recommend anyone to live at this property or to deal with Rand as a whole. After submitting our damaged property to our insurance company from the ceiling cave in, they couldn't even get ahold of anyone and when they called the office they lied and said they were closed. At 10 am on a Wednesday. And were "only answering as a courtesy" the management/ownership of this company should be ashamed of themselves. The way we were treated was disgusting and our experience is something I hope no one has to deal with. It was a MISERABLE 8 months.

Negative experience: Rand kinda skimps on the maintenance as well as the upkeep on their apartments. My. Other lives at one of their properties and I cannot wait for her lease to end. Cutting corners isn’t always the best thing to do to save a buck especially when you turn around and increase rents sometimes by $300 or more per month at renewal time. I wouldn’t recommend this place

Negative experience: Terrible. I do not recommend moving here. While the office staff is wonderful and very helpful, the maintenance work is horrible. Problem after problem - at this point we have given up on them. Probably understaffed, but nonetheless, terrible. Leaks have gone through our floors several times and furniture has been ruined. Avoid these apartments if possible.

Negative experience: If you are looking at getting one of there dandridge rental apartments i would highly advise not too. 1. They do not upkeep there apartments at all! 2. You wait weeks for anything to get fixed or longer with your ac. 3. Apartments have not been updated since they was section 8 housing before they bought them and ask anywhere from $850-$1,250 for a 2 bed and 1 bath. Which is not worth it at all. I would not recommend the dandridge/ twin oaks properties to anyone. And also had the "mowing/landscaping crew here today and this is the outcome of leaf removal and all

I have been looking for an apartment since last Aug and have contacted numerous ones and so many of them are so hard to get in touch with or having all the information I want. That’s far from the case with The Hammond. I’ve been talking with them for awhile until my move in date and they are so Caring! It seems like I call them everyday with a question, and if they don’t have the answer at that moment they get back with me before the end of the day! Holly, and Sarah are so patient with me and have excellent customer service. I can’t wait to move in here as they have made me so welcome already! Fantastic experience: I absolutely love living here in halls. It's quite and just a small enough community to not be overwhelmed. Any time I have a question all I've had to do was call and ask. There's no "I will get back to you" or anything like that. If there's been an issue that needed fixed the maintenance team was on top of it real quick.
