Experiencia fantástica: Transparency Matters in PTCA HOA Election Oversight Questions have recently arisen regarding whether the current Chair of the Election Committee for the Pointe Tapatio Community Association (PTCA) HOA has publicly disclosed that close family members are employed in the property management industry. Employment in property management is not inherently improper. However, when an individual is responsible for overseeing or participating in an HOA election process, transparency regarding relationships connected to the property management field can be important in maintaining homeowner confidence in the neutrality of the process. Arizona law and generally accepted HOA governance standards emphasize transparency, fiduciary responsibility, and the protection of member participation in association affairs. Arizona Revised Statutes §33-1804 and §33-1812 reflect the Legislature’s intent that association governance and elections be conducted in a manner that promotes openness and confidence in the integrity of the process. Individuals involved in administering HOA elections are typically expected to avoid circumstances where personal or professional relationships could reasonably be perceived as influencing, or appearing to influence, election oversight. Even in the absence of any actual conflict, a lack of disclosure regarding potentially relevant relationships may create an appearance of partiality. Maintaining transparency in matters involving election administration helps protect the credibility of the process and supports homeowner confidence in the fairness of community governance. Given that questions have previously arisen within the PTCA community regarding election procedures and the handling of ballots, maintaining a high level of transparency in the current process is especially important to preserving homeowner trust. Clear disclosure of potentially relevant relationships can help ensure that the election process is viewed as impartial and above reproach. For these reasons, voluntary disclosure of potentially relevant relationships can help ensure that the PTCA election process remains impartial, transparent, and consistent with the governance principles expected of Arizona homeowners associations. This observation is offered in good faith to encourage transparency and sound governance practices within the PTCA community and is based solely on publicly available information and reasonable governance considerations.

Experiencia fantástica: I live in a community managed by City Property and have had nothing but a positive experience. Our property manager Noah, came on the scene less than a year ago and has hit the ground running. Quickly resolving the normal issues of transition, but more importantly was able to pivot and work through some of the more unique issues that have come up. In addition to this he has always been professional, courteous and extremely reliable. The management company itself has supported us with the needs of our community, and has helped us move forward, not only with infrastructure but with modernization of community meetings, communication, and cost saving measures. I am looking forward to the continuing business relationship with City Property and extremely confident in their and our property manager Noah's ability to continue making life in our community a pleasure.

Experiencia fantástica: I have had a positive experience living in a community managed by City Property. Our front facing rep and manager, Noah Burns, has always been kind and informative when I or other homeowners approach with questions. He has assisted several of us in getting architectural updates and community maintenance completed which was not occurring prior to his involvement. I have witnessed several of our HOA board members speak to Noah condescendingly and aggressively during meetings. He has always kept his composure and responded in with professionalism. I don’t understand why our HOA board members mistreat and belittle him, it makes me upset. Noah and City Property, from my perspective, seem to be here to support us homeowners and they have single-handedly improved the aesthetic and safety within our community. Noah is responsive when contacted and is frequently seen in our neighborhood interfacing with contractors on various projects. Furthermore the billing and communication through the City Property website and app are easy to navigate and much appreciated.

Experiencia fantástica: Over the past several months we needed to contact Crystal McFall the Property Mgr for the Bella Vista Community numerous times. Every occasion, Crystal was very helpful, easy to communicate with and knowledgeable. I must say since we purchased our unit in 2010, (although we don’t live there ourselves), we have on numerous occasions found it necessary to deal with the PM and Crystal has been one of the best we have encountered.

Experiencia negativa: Not at all helpful. They issued a violation for missing landscape items with no pictures or specifics. Then, when we asked for clarification, they just repeated their long standard list of possibilities and said to just figure out what is missing. They want to issue notices and fees but not be held accountable for what they are talking about.

Experiencia negativa: Awful. Truly horrible people. Getting them to fix the pool locks due to people doing drugs there in the middle of the night is an absolute hassle. But they send a fine and threaten LEGAL ACTION because they didn't like the blind choice. No sympathy. No email back. Horrible. Awful. Terrible. I hope to stop someone from buying anything managed by this company. Run away. Do your research. This is a HOA nightmare.

Experiencia negativa: For 6 years straight I have been making automatic payments to this HOA company. Apparently 3 years ago my payment was sent back and I had no idea. 2 years after that missed payment Brooklyn reached out to me and told me I owe them $68 for the missed payment and $387 for lates fees for an payment I missed TWO YEARS AGO! The disorganization alone is appalling. They waited two years to tell me I missed a $68 payment that they now want $387 in late fees. I have not missed a payment before or after that one payment. I tried to appeal it because it’s absolutely ridiculous and my family has falling into hardship and can’t afford some crazy $387 fees for something THEY LET SLIP THROUGH THE CRACKS. They threatened me in November to remove us from our home WE OWN over these ridiculous charges. I got a hearing and they denied removing all of these charges. NO EXPLANATION just pure sick greed.

Experiencia negativa: Thank you for your email reply after several days. Unfortunately, the snippet of events you attached is not clearly understandable. Then you referred me to scan the QR code on the original violation letter by US Post sent to me many weeks ago. It would be a big help if the QR code is also included in your reply email. Also, since you have my email anyway, copies of all the US Post letters should be sent to my email to start with, providing more time for home owners to follow up and to communicate. As an example, your “Fine Notice” was sent 1/14 by US Post according to your record on the snippet, which I have not received yet, when I saw the billing email that includes an “un-informed” fine. Since I thought that I have already taken care of the last violation notice as usual, I am doubtful if I can find the original paper letter. Also, I am away from home for days frequently as now. I have followed up on many violation notices before without problem. When there is finally a remaining issue, I would appreciate extra effort by HOA to explain the problem clearly, preferably by email, as diligently and urgently as HOA in asking for our HOA fees by emails.

Experiencia negativa: Extremely disappointed with City Property Management’s handling of a simple accounting issue. I paid my HOA dues on time, followed instructions from their accounting team in writing, and the payment was successfully withdrawn from my bank on December 16. Despite this, their office later deposited a check they had explicitly been told not to deposit, which resulted in a returned-check fee entirely caused by their own administrative error. I made multiple phone calls, sent several emails (including to management), and even visited the office in person to resolve this. No corrective action was taken. Instead, I received a letter threatening collection action — despite the account already being paid and the fees being in dispute. This experience shows poor internal communication, lack of accountability, and unacceptable customer service. Homeowners deserve better oversight and basic competence when handling payments.

Experiencia negativa: 1. Our property manager does not seem prepared with info for meetings or before sending out posts. 2. My codo fee has gone up 4x in about 2 years it is so high I am unable to rent my place and it is higher than most codos in the area so selling will be very difficult. Why would you do this before an assesment? You have screwed the owners. Why would you not have waited until after the assesment??? 3. In the post sent out (a recent survey with little info) it said to call if we had questions. It sounded like they were availible to answer questions but no one returned my calls. The survey sounded as if an immediate response was needed. I waited 24 hours before I got an email back the next day with NO info. I then made an itemized list and asked for a response before I got any info. If you are unable to respond by phone an email with "I will get back to you.". 4. I prefer phone calls and have asked if that is a problem and been told it is not a problem but I only get emails back if I get anything back and not promptly. A simple response "I will get back to you" helps, email or text. I am disappointed in the managemnet skills and decisions made.

Experiencia negativa: Entrance to our subdivision at Somerset. Tiles falling off the roof. Reported many times by many people in the community over the last 4-5 months. City Property Management has done nothing. Border line dangerous and negligent on their part. I could imagine the fines and harassment I would get if this was an issue with my homes roof.

Experiencia negativa: We’ve had this service for a short period of time and the company seems to be a disaster. Ken and April are both poor stewards of customer service. Service orders take forever to execute and aren’t done correctly. Hopefully some internal retraining is conducted and this company improves performance.

Experiencia negativa: Unprofessional scammers is an understatement. Illegally towed my car, said they would reimburse me but now refuse to. Took nearly a full month to fix my dishwasher. Never fulfilled multiple maintenence requests. The extreme lack of care and upkeep in the apartment previous to move in became clear soon after. Multiple apartments' toilets stopped working and they said that is not an emergency and refused to have anyone come for two days forcing my neighbors and I to hire a plumber. I think having a working toilet constitutes as an emergency, especially if it is the fault of the apartment complex. The landscape maintenance leaf blows dirt and debris onto porches and leaves it there. I have so much to say about this company and my experience living in one of their apartments, none of it positive. Limited and assigned parking but did nothing if someone parked in your spot and you had to park blocks away because there is no visitor or other parking available. The main manager is rude and entitled, the most unprofessional person I've ever spoken to. Barbara is a horrible human. I cannot express how disgusting my experience living here was.

Experiencia negativa: My car got damaged by a storm some weeks back where the roof from covered parking fell and caused damages in car. I called Lyndsay Robinson and she said she’d bring it up to hoa and I’d get a response in 48 hours. All my emails and calls then kept getting ignored. I sent multiple and it was obvious was getting ignored at that point. Contacted different email and led nowhere. I would have been ok if I received a reason as to why they couldn’t cover but the fact that I was getting ignored was very unprofessional and seems like a trend with this hoa based on reviews.

Experiencia negativa: Pre written canned responses to legitimate complaints about landscaping. They take no responsibility for the lack of supervision and oversight of contractors who tear through the neighborhood with chainsaws and indiscriminately hack down healthy plants in the name of sustainability and safety. They brush off owner complaints, assuming these complaints are from noisy and picky owners, and that as long as their pre-written canned responses are prompt, then they have done their job as property managers. No inspection or follow up evaluation of the work being performed, simply an assumption that the contractors have done their job according to accepted professional standards. The property is in Rancho Mercado, Surprise.

Experiencia negativa: Dealing with City Property Management Company for my HOA has been an absolute nightmare. It began when they fined me for having a basketball hoop in my front yard. As soon as I became aware, I moved it to the back so my son could continue practicing for his school team. Shortly after, they fined me for a trailer that isn’t even mine—I don’t own a trailer. I also believed the accounting staff had set up an electronic recurring payment, but it turns out they had not. Before I realized what was happening, they had hired Stratman Law Firm to foreclose on my house. I cannot say I received proper notice, as the HOA sends hundreds of letters every week, making it impossible to track them all. When they claimed to have served me, I asked my children; my minor son advised that he placed a document in a drawer in my desk. When I contacted Stratman Law Firm, I was shocked to learn that, in addition to the $1,000 I owed, I was being charged $4,987 in legal fees. The representative said I could submit a counteroffer, so I offered $3,000. While waiting for a response, I had already paid all my association fees (the original $1,000) to become current. Their response to my counteroffer was a reduction of just $75. The law firm then offered a payment arrangement of $415 per month. During this stressful period, I also received a positive colon test. Despite pleading with both the law firm and the HOA for consideration, they refused to adjust their position. I cannot understand why they want to foreclose on my home with $150,000 in equity, effectively putting a sick homeowner at risk of losing his property and being homeless. follow up October: The Park Paseo Homeowners Association, in conjunction with Stratman Law Firm, continues to engage in what appears to be price gouging and overcharging practices. I believed we had reached an agreement under Reference ID 23749406. However, both my experience and complaints from other residents suggest ongoing overbilling and unfair treatment. In the original notification, we agreed on a balance of $5,745, which was already $5,000 more than the original amount owed, but I accepted it under pressure—facing the threat of losing my home if I did not comply. The HOA agreed to a 24-month repayment plan, which I accepted in good faith. When I attempted to log in to the payment portal to make payments, I found it deactivated. I reached out to the HOA’s attorney for clarification, as I had not received any communication and was waiting to hear if my offer had been accepted. During this time, the balance was increased again to $6,238.90 without explanation. The tactics being used are unacceptable and deeply concerning. The HOA and their legal representative only respond when I initiate contact, and each time I do, the balance has increased by another thousand dollars. This approach feels both unfair and unethical. Nevertheless, in an effort to put an end to this continued treatment—where I feel viewed as a revenue source rather than a resident—I have reluctantly accepted the new terms.

Experiencia positiva: I wasn’t sure how to review City Property Management — as a homeowner or as a board member — so here’s both. As a homeowner for nearly two decades, we never received a fine or warning, and I’ll give credit where it’s due: City helped lay a solid foundation for what was once a brand-new community. That said, vendor issues were a recurring headache. Things would go wrong (as they do), but the follow-up and accountability often fell short, which made it frustrating on the homeowner side. As a board member, it became clear that City’s size was both its strength and its weakness. Employee turnover made it hard to build rapport, and a few interactions bordered on gaslighting — not exactly great for collaboration. The rigid, one-size-fits-all policies might work for big HOAs, but for a smaller community like ours, it felt like trying to squeeze into shoes two sizes too small. In the end, I think City Property Management simply outgrew us.

We have some minor issues that we can not get a call back for. We've went thru the community manager and she failed to get back to our 6 requests via email and voicemail. We then called and requested her superior and did receive a call back but wasn't able to talk to him now we have reached out to him 4 times without a call back. WORST HOA management team by far in the 5 homes I've owned.

Experiencia negativa: City Property Management Company just doesn't care - as long as they get your money, they forget about your Community's management...like this Summer: 3 times, at Memorial Day, July 4th and Labor Day 3 day weekends: Our Pool was Green and locked up for days, 1 time over a week! If you call them, and are upset, they 'label' you - keep you on hold so long, the line disconnects - never have they called back. What a shame not to have trust or faith in what you're paying for. But the clincher is: They're insuring the inside and outside of our townhouses, w/o many owners knowledge. We as owners, have individual homeowners insurance & I've forwarded a copy of it to C.P.M., but they don't care...why should we be paying 2 times for Homeowners Insurance? Barewalls Insurance is what we've had for 25 years, I've got proof - CPM is pulling the wool....

Experiencia negativa: Horrible management company! The staff is extremely rude especially Jaimie the community manager. She is very unprofessional, not transparent with community members about fees charged by the management company. She sits quiet on meetings when the finances are discussed saying that’s not her area, but interrupts, and over-talks residents when they voice anything she or a board member does not agree with. City Property does NOT follow protocol and processes that are in place that give members fair rights to speak and or address board members. They lie about not having a quorum, when quorum is met. They single residents out and are a poor, unprofessional example and representation to the board members that look to them for professional guidance! Community members make suggestions on services that city property should be providing to the community, which is Jaimie job to do as the community manager. She then takes credit for something she never presented to the board initially. Bottom line they gauge communities financially, so that they can make an huge profit while making board members and residents believe they are providing excellent service and they are NOT!!!! Community and Board members beware! Know what questions to ask when seeking out management services, and run from this money gauging management company!!!!!

Experiencia negativa: City Property has a pretty nice app, and they have efficient departments to help provide basic account services (things like billing/accounting, customer service hotline, etc.)—that's where my 2 stars came from. But when it comes to the actual property management by their Property Managers and Supervisors, I found this company to be quite lacking. I agree with a previous review that City Property relies on "sleepy boards" that will allow them to take in monthly payments and provide bare minimum services. City Property seemed to be a great partner to the Developer (keeping the assessments artificially low to make purchasing a property attractive -- so low, in fact, that the prior budget approved by the Developer, with City Property's management, accounted for only 60% of the actual/known utility costs -- leaving our community at an almost $25k annual shortfall). But once the account transferred to a homeowner-led board, City Property wasn't very interested in partnering with actual homeowners when it came to communication, response times, follow through, and enforcing CCRs (parking, landscape maintenance, lease registration, crime-free agreements, etc.). City Property even took an ENTIRE YEAR to let our community know that we had the ability to invest our reserves in a CD or HYSA -- a loss of $4-5k, conservatively. For this reason alone, I question the fiduciary commitment & expertise of the City Property managers we encountered. After 2 years, 2 property managers AND appealing to their supervisor, it was clear that our account was not valued or wanted. From a board-member POV, I often had to put in 5-10 hours per week to stay on top of CCRs, maintenance requests and various improvement projects. It was exhausting and left me wondering what we were paying for. If the board was made up of less-engaged Directors, who knows how negative or non-existent their already-lackluster service would have become. My advice to other board members who find themselves in this position with City Property? Interview other property management companies and specifically ask them how their service model is structured to support homeowner-occupied communities. Not all property management companies have the same outlook, priorities or legal perspectives. Have you had an amazing experience with City Property? Consider yourself lucky and send a sincere thanks to your property manager and their supervisor. I wish we could have been as fortunate.

Experiencia negativa: I love the community I am in and been there longtime, even served on various committees and the board. We made the change to City Property 7 years ago and this is by far the worst property management company . They can't get themselves together, can't run a community in a proper manner, and I noted a trend where homeowners' concerns are not addressed in speaking to several neighbors. To get a callback is a miracle in itself and if you have a need, you will sadly get the run-around with no resolution. Not very knowledgeable and I miss our the prior property group. If your community has a choice, look else where.

Experiencia negativa: The worst! The Barcelona community has and continues to deteriorate. On Pecan street there is a house that looks like a recycling plant for over 4 months. The monthly due has increased and so have the unkept yards. When a complaint was made we were asked to submit individual complaints for each home online. If it was one here and there I understand but there are so many of them.

Experiencia negativa: By far the worst company I’ve ever had to deal with. I own 3 units in a condominium complex they manage for us and not only have they doubled our HOA fees but the property looks awful the way it used to. Also the manager (Sarah) we had for the last few years never answers emails. Like never ever. I believe contractually she is supposed to respond within 10 business days, but she never ever even answers.
